I think the owner was trying to bluff the thief into returning the bike. As far as I know, if it was chipped, that would just enable the police to return the bike back to the owner. These chips can be placed in areas that cannot be accessed, so removing them is all but impossible, and tracking them from a distance cannot be done. The scanners used to read the information need to be within a few inches of the chip.
