Configure Your Desktop → Workspace Appearance and Behavior → Workspace Appearance → Splash Screen

That's the splash screen you will see while KDE is starting. That's not the boot splash. The boot splash is set in /etc/sysconfig/bootsplash and the files under /usr/share/bootsplash/scripts.
