They say (the historians) the old tribes in the place where Germany is now...

If they had to make an important decision of the tribe, they would do it two times (the men of course) - one time in fresh mind and second time in drunk mind.
On the next morning after that they'd gather and evaluate/combine/decide the last decision. :D

Not necessarily that suppose monopoly, private property and our current society values, I think "old tribes" is an important part of the equation, how old?
