Not sure if this is the correct subhead--software--but anyway:
Configure your Desktop>Input devices>Keyboard repeat  does not seem to work. (2012.08 version.)  Wherever you set the sliders, or if you set
the option to off, and then you try in the test strip, nothing seems to change.  I think I'd like a little more delay before the repeat kicks in.
Or am I dreaming?

Confirmed here.
It seems for the dream to become true you have to fall asleep (logout) and after that wake up (login). ;D

You're right. After log out/log in, the change seems to take effect.  It's hard to judge how to set it, tho, when you can't use the test strip.
I can only think of one example of when I need repeat at all, but I do like to have it:

And that's too slow.  I'll have to speed up the repeat, but leave the delay.

Mouse, KB and monitor/screen settings are stored in a Xorg configiration file in the system.

Knowing that changing screen resolution takes effect after logout I thought the same could be with the issue here. And tried it :)

I think this is PCLOS related bug or feature.
