Connecting to deprecated signal QDBusConnectionInterface::serviceOwnerChanged(QString,QString,QString)
Service com.Skype.API not found on DBus
Show preferences dialog
Saved 18 preferences to '/home/raed/.skypecallrecorder.rc'
Show preferences dialog

Is 'call-recorder' icon in the system tray as well as the Skype icon?

Is it coloured or is it greyed out ...  indicating not working?

I am using Skype 4.0.0.7 and 'call-recorder' starts when I start a call.

I also get a notification that it has started recording having selected that option in preferences.

EDIT
            Having re-read your post ......  have a look at the Skype Options - Public API
Skype Call Recorder should be listed there under 'Allowed programs'
