Where and how to report a bug? (Unify Outputs>Default)

Here's a bug:
In a post on the General section, "Phantom Monitor extra wide apparent display--solution" I posted a fix for an unwanted virtual monitor.
Unfortunately the fix does not stick thru a restart.  Fresh install of 2012.08: in Configure Your Desktop>Display and Monitor>Size and Orientation
there is a check box for Unify Outputs, which is necessary for my video card with two outputs (DVI and HDMI). There is an option Save as Default. Unfortunately, after you check that and apply it, and verify that this is the setup you want and close the Configure Your Desktop ap, if you open it again,
you find that Unify Outputs is unchecked, and when you reboot, the display reverts to the phantom , or virtual, display arrangement, which causes
the mouse cursor to disappear into the neverland of the phantom display, when you move it to the right. In other words, the default setting does
not work.
This can only be a bug, and a most annoying one!
