When it first came out in 1981, this tune was the scariest piece of music I had ever heard.

I interpreted it as a suicide. What else do you wait your "whole life" to do? I can only think of one thing that you would wait your "Whole Life" to do but to die?

"Collins said that he is amused at the American "urban legend" that resulted from this song.  It had nothing at all to do with drowning.  (or murder, or adultery or boating or any other thing)  He said, although he really didn't write it with anything in particular in mind, he was dealing with a recent divorce.  He was angry.  The drowning reference is obviously anger - "well, if you told me you were drowning, I would not lend a hand".  That is just referring to the explanation of how angry he is - he hates the person so much that he would ignore pleas for help. He did state that he had no specific event of any kind when he wrote this song."

First, the very end of this song is cut off by a few seconds, but the video that is with it is what I keep on watching it for. The ribbon dance (I guess that's what it's called) to me is mesmerizing, there is some "darker" art work as well in the middle, but I can't get over the beauty of the woman and the dance in juxtaposition to the creepiness of the music.
No Quarter is my favorite from Led Zep, And I do believe this also now my favorite from Tool, even though it's a much darker cover.
