I heard that the developer Sproggy left PCLinuxOS to make Phinx, does that mean that PcLinuxOS XFCE Phoenix is dead?

If you check in the testing section of the forum, you will see that we are working on an upgrade for XFCE4.

I really hope it's not (dead). It's just that "soon" has different meanings, for different people. For me, soon means less than a month. For others, well...

XFCE must have been upgraded already. I am not an XFCE user and currently posting from mobile.

Just check Synaptic.
Packaging well will cure headaches of many :) But learning to package will cause headaches in many :(

Phoenix and Phinx are names that belong to someone else (Sproggy) and therefore they will no longer be used for the Xfce edition of PCLinuxOS.

Phoenix (as a name) might be dead, but Xfce is alive and kicking!

You can install Xfce 4.10 over any DE using task-xfce and task-xfce-plugins from Synaptic.
Additionally, ghostbunny is working on a new Xfce iso which is currrently in testing phase.
If you are brave enough and want to help, you can install it on a spare partition and give your feedback.
