can't install pckinuxos-kde-2012.08.iso

I had the previous version on an external HD with a USB connection.
It was on a 32-bit computer and worked fine.
I downloaded PclinuxOS-kde-2012.08.iso and burned it to a CD
using Active Iso.
I then used Dban to erase the HD. The new version just sits
there and does nothing.
The computer I tried the new version on is a HP 64-bit computer.

Is the PC set to boot a CD/DVD before the USB?

If not set it so in BIOS.

I am not sure.
Sent a message to HP asking about whether my
BIOS is UEFI or Legacy. When I find out the answer
to that I will change my BIOS.
Computer is a HP Pavilon p7-1380t.

BTW .......  can you unplug the USB HDD and then boot with the CD/DVD?

From God's mouth (HP).
The BIOS for the p7-1380t is UEFI.
The BIOS is now set as follows and it was a royal pain:
    atapi cd/dvd drive
    usb HD
    windows boot manager
    usb floppy/cd

Whether the USB HD is turned on or off makes no difference.
It just doesn't work. The load of the Live CD is very slow and
when it finishes it just stalls.

I believe you mean DVD because kde-2012.08 won't fit in a CD...

Did you check the md5sum of the downloaded iso?
Did you burn it in the lowest possible speed?
Did you verify the burned DVD?

I have no experience of HP lately, or their implementation of UEFI, but I have installed on three (or four) PCs in the last couple of months that had UEFI without problems.

Because of the size of the 2012.08 ISO, booting will be somewhat slower than (for instance) the Minime ISO.

Yep the download didn't complete and I was unaware of it.
