Power Management Service appears not to be running

My machine has 2 regular users logged in at all times.  Since the upgrade to KDE 4.8, my account turns off the monitor when it should.  The other account does not.

Inside of systemsettings, when I click on the "energy saving settings", I get an error message that says:

Power Management configuration module could not be loaded.
The Power Management Service appears not to be running.
This can be solved by starting or scheduling it inside "Startup and Shutdown"

When I click on "Startup and Shutdown", it says that the service is running.  I've tried stopping and then restarting the service, but it does not help.

How do I fix this?

Does it still happen with only one user account "active" ?

what kernel are you using?  uname -r in konsole

Good tip.  I'll try logging in with just the other account when I get the chance.

I'm using the 3.2.18-pclos2.pae.bfs kernel.

i had problems with that kernel and power saving settings

can you install kernel 2.6.38.8-pclos3.pae.bfs and try again with the settings you have, remember to restart and select the new kernel after installing it to test changes

This may not be your problem but I had a problem caused by a file noblank.sh contained in ~/.kde/Autostart.  I forget the original wording but I had to change it to the following:
