How do I enable automatic updates checks?  Right now, after the kde update, my update-notifier icon in systray says: 

Automatic update checks are disabled, click icon to change settings or initiate check for updates

When I go click on the icon and choose change settings, it says "days 0 hours 0", which by the directions in the box means it will be done manually.  When I delete the 0 from the hours and save, and then reopen, the 0 is back.

What am I doing wrong?

Try selecting a specific number of hours instead of just deleting the 0.  See if that works.

Put in "1".  Got the checkmark for the icon.  Hopefully that will do it.
