ok,
so you already have kde configured to use gstreamer.

The problem could then be on the playback device configured to be used to play log in sounds.

At the dialog window that allow you to change phonon backends, click the "device preference" tab and then click "audio playback" on the lower left and you will see a list of audio devices on your lower right.

click the first entry on the right and then click the "play" button. Do you hear sound? If no, try another one on the list and move up to the top the one that can play sound

Do the same for "notification","audio" and "video" .

You are not getting sound probably because of them is configured to use a non working audio playback device

If you do that with one successfully, you can apply those settings to all using the "Apply Device List to ..."  button at the bottom of the window.
Saves having to do them all separately  ;)

that's what i did, just should reboot to see if the login sound starts!
Well i have to report back, out of the start (login) and Bell systemsound, all other funtions belonging to the audio and video are working fine.

I happened to notice the other day in

/etc/modprobe.d/blacklist-pclos

that pcspkr is blacklisted.

I wonder if this is connected to your 'Bell' .....

Check KDE CC - Common Appearance & Behaviour - Applications and System Notifications - Manage Notifications - KDE Workspace .......  and check the Login sound plays ....  and the Beep

I had exactly the same problem you mention in this post. Perfect sound in all other audio applications (Clementine, VLC, even Internet videos) but no login sound or bell. It happened every time I'd install a new kernel.
What I did to solve it was:
1- Check that phonon-gstreamer is installed and working.
2- Run alsaconf and, even if it says it can't detect your soundcard, try setting it up with any of the legacy drivers it recommends.

Worked perfectly on my laptop. Hope it helps!

go to synaptic and then uninstall "phonon-vlc".

This package need to be rebuild and it is the source of your problem

it's working again, however probably i do have to reboot, now i don't have sound and doing alsaconf reports no soundcard
