I followed "Old Polack's" directions for the KDE upgrade to 4.8.3 and struck out.

First, the hardware info:

I have an  ASUS G74S laptop running  a 2.20GHz Intel I7, 16GB main memory, NVIDIA 1251 graphics controller (w/3GB of separate DDR3 graphics memory), running on a
Plextor 128GB SSD hard drive.  It has a 2nd hard drive with WIN7 on it (that gets booted about once every 3 months just for the Windoze updates...).

Now, the problem:

I first edited the repository and removed the 4 from KDE with no problems.

I hit reload and all (11?) of the sections loaded without a hitch.

I then hit mark all upgrades and it listed a lot of packages.  I pressed Mark and it was still ok.

It then hit apply, it then said it had

60 new packages will be installed
113 packages will be upgraded
29 packages will be removed

I hit apply and it started to download the packages and part way into the
download  (specifically on file # 96) I get a pop-up window that says

Some of the packages could not be retrieved from the server(s)
Do you want to continue, ignoring these packages?

If I hit the yes button, Synaptic just vaporizes with no error message.

If I try again, everything is exactly the same as before and if I answer no, Synaptic just vaporizes with no error message (again).

In a terminal window if  I do the    > rpm -qa | grep 4.6.5

I get the following:

So I'm still set up for KDE 4.6.5, but crash when attempting to upgrade.

you can't hit yes, when this message appears, it means that part of the files are not there and the upgrade needs them so it won't work, you can end with a useless desktop if it works, cancel is what you need to press

you could try to use another repo and try again

i couldn't follow those steps, what i did in my two machines was remove kde4 altogether, including some packages that couldn't be upgraded, then i logged out and from console i called synaptic and installed all kde4.8.3 packages i considered necesary, it worked on both machines

i think i made that process because kdeupgrade didn't worked for me and direct upgrade, what you did, didn't worked either, this is the most complicated way i think but as i said worked two times

if what you are going to do doesn't work, you can try this

if leave your system without a gui is something you don't like to do, you can add xfce or gnome temporarily(any other desktop you like) and do the procedure from that desktop

Problem solved - the light bulb finally went on when I realized that my local repo did not have the RPMS.kde directory even though the /base listing said it was there.

Interesting problem to detect for the developers of Synaptic..... ???

Yeah, I've got 12 systems to keep up to speed and I figured a local copy of the repo would ease the loading a bit (1 download vs 12).
Was rather easy to do and I'm now converting it to be on a SSD drive along with several other shared folders.  It also has the advantage
that updates come in at 100Mb/sec which makes a 200MB download in about 2 seconds.  You get spoiled very quickly... ;D

Linux just works perfectly for this kind of setup.
