As the original post referred to Checkinstall, and that package was available in PCLOS for many years, I wonder now is there some particular reason why it is not in the repository presently?

Does it just need a Package Request or is there some other reason?

This is the spec file from qbittorrent (I have updated the version number). But this does not have the top portion where you define %name etc compared to the flightgear spec MBantz posted. Why the difference?

It's purely a matter of style or personal choice.  RPM automatically sets %name, %version and %release from the TAGS (maybe there was a time when it didn't) but putting in explicit %defines does no harm.

IIRC there was a problem with it (wouldn't build or wouldn't work) when we switched to rpm 4.8
