getting external HD to work

In order top get my external HD to get recognized by PCLOS, I need to change the "delay_use" time to "5".  It should be in a parameter folder but now I cant find it anymore.  Is it gone?
Dell Latitude E6500, 4GB, 500GB HD, NVIDIA NVS160, PCLinuxOS KDE4.9.2 32bit

What kind of configuration file are you looking for? (I don't know, that's why I ask it)

As you are using KDE 4.8.3 you are few steps ahead of me; however...

It would be helpful to know how your External HD is formatted and connected.

Mine are usually ntfs. I'm still using KDE 4.6.5 but I recall needing ntfs-3G and ntfs-config from Synaptic;

and enabling Removable Media under Configure your Desktop (KDE) -Hardware - Removable Devices.

This has worked for as long as I can remember.
