I attempted access to Ibiblio PCLOS apt directory today and got the message that Ibiblio was down for maintenance.

Synpatic. Hit reload, get updates, etc.  What's rsync?

It does appear that they are having issues once again

rsync: failed to connect to distro.ibiblio.org: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(122) [receiver=3.0.4]

It makes it pretty hard to keep the repos in sync when one can not connect to the main repository server, because it is refusing connections!

We're talking about http://ftp.vim.org/ibiblio/distributions/pclinuxos/megagames/apt/ not syncing, correct?

NO. it is

rsync: failed to connect to distro.ibiblio.org: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(122) [receiver=3.0.4]

There was a rather large upload today. Perhaps you were syncing while the upload was happening?
