I am curious, they are always doing updates to the Addlocal file. IF all I am using is English, is this a file I need, or can I remove it from my system?

On PCLinuxOS is US-en the default setting and if it' s your (preferred) language then is Addlocale not needed so you can remove the package.
If you don't remove Addlocale it must be updated every time to keep your system up to date.
