Webmin isn't truly essential to system operation (although it does make a range of administrative tasks easier to perform).  I've never used it, myself.  So far, I haven't needed it.

Interesting solution:  looks like webmin altered the permissions on ~/tmp?  How very odd.

Well, a new update to webmin came out today. I installed it & opened it up just to make sure the problem was resolved. On reboot, I find my tmp folder permissions are changed again, so the new(est) update does not seem to fix the problem.
