Romanian keyboard layout outdated in LXDE version

Hello, I put PCLOS LXDE on a notebook a few days ago, and I generally like it, however, now I stumbled onto a problem. The keyboard layouts available for Romanian are old. By that, I mean that they use the cedilla versions of ş and ţ, instead of the correct comma-below versions (ș,ț). The standard layout currently in use is the same as the qwerty layout in pclos-lxde, but with those letters switched out. There is also the programmers layout which is similar, but ăîâșț use Alt Gr to display. (more info at http://en.wikipedia.org/wiki/Keyboard_layout#Romanian_.28in_Romania_and_Moldova.29 ).

This wouldn't be a much of a problem, but I need to keep glyph compatibility, and it's awkward to insert those characters). So what can I do to install a different layout (or modify  current one)?

EDIT: I used 'setxkbmap -layout "ro(us)"', but why wasn't the good layout included in "Control Center -> Hardware -> Keyboard Layout"?

In PCLinuxOS-LXDE, we use ---     
Menu > More Applications > Configuration > LXKeyboard and Mouse     

This app is designed specifically for LXDE. We do not use PCC for this purpose.
