the tower is an ATX 450 watt and would not know if that's enough oomph

Well, the tree of isolation could be better, but I'm glad to be of service.  If that ATX 450W supply is up to snuff (not damaged or degenerated) it should do fine, even if it is a cheaper model (unless your motherboard is a real H-O-G-G hog for power).

The best way to tell is to use a test plug that is designed to load the supply sufficiently to check it properly.  Something like (in order of price):

Any one of these should do the trick, I just favor Thermaltake's gear as being generally well made, rugged, and accurate.

I have a somewhat older model that doesn't support 24-pin supplies, so I'm looking to upgrade my test equipment, too.  (I'm starting to see a lot more supplies my older rig won't handle.  Also, I had to use a multimeter with my old rig, and these look to have metering built-in.)

Jot back and let's keep this going till we find a solution.
