Gentlemen,
This one is a nice program to study the construction of TCP/IP packets. It can be used also for spoofed packets, so, be careful with the use you will give to this tool.
I got it from Fedora's Raw Hide repos - http://fedora.c3sl.ufpr.br/linux/development/rawhide/source/SRPMS/p/

I installed the generated RPM and it went well.
