He is already using PA, (from first post)

It is enabled ......  but he does not appear to be using the pavucontrol GUI for controlling the devices .....  or did I miss that?

In pavucontrol... still no setting for headset volume...
on playback >> system sound (i dont know what used for... increase or decrease no improvement in speaker)
                    >> If i play some music there is sound control... (increase decrease volume = with headset volume)
Recording >> none
Output device >> Internal audio analog stereo >> front left & front right (increase decrease volume = with headset volume)
Input device >> Internal audio analog stereo >> front left & front right (increase or decrease no improvement in speaker)
Configuration >> internal audio profile >> Off (digital stereo (HDMI) output Or Off)
                      >> internal audio profile >> analog stereo duplex (analog stereo output or analog stereo input or Off) --> already try all profile still no improvement....

If you cannot select the headphones from a drop down list on this tab then it appears that the headphones cannot, for some reason, be addressed separately as below
