unable to insert single and double quotation mark

Hey guys,
I cannot type single and double quotation marks on my machine. when I press single quote key, it inserts nothing, when I press it twice it insert this character: ´
similarly for the double quote key, after holding shift and pressing single quote key twice it puts this => ¨ and not this => "
I have used many linux distros on my machine but never had such a issue.
Im running PCLinuxOS Phoenix 2012-02, i386 edition.

Check your keyboard settings, for now you have chosen the US international version with dead keys.
look for dead keys or
