I have an external Lexar USB multi-card reader which only works if I have the desired card inserted while the computer is booting up.  I am running an up-to-date KDE version of the OS.  When I remove the card it will not work if I insert the card later unless I reboot.  Do I need to install anything from the repo to rectify this?

I (and others) have had an issue about device notifier while using USB SD card readers:

Looking around the issue, it seems to me that there are no "Device actions" defined (or not defined correctly) in device notifier settings ... however I can manually mount the SD card partition using CLI.

(To say it all, the Device Actions currently defined are working correctly for USB storage (NAND flash), but not for SD cards.

May be you are experiencing a similar issue ?  Can you manually mount the SD partition ?

A suggestion could be to check the output from dmesg immediately after inserting the card and upon removal, may be you will see some hints about the problem.
