How much memory does your machine have? I have seen this when ones machine does a lot of swapping and it can not redraw the screen quickly. A good guess is your machine is swapping memory. There is where I would look !

Inversely, if it does work as another user, the problem is related to user settings.

That's why I asked about video effects. In e17, those settings are per user. Are you using ecomorph? Do you have compositing module loaded?

This bug effected both modes ecomorph and simple E17.
I've installed Libreoffice, it works OK now.
Perhaps restoring OO settings to default could help, but I can't check it since OO and LibreOffice can't be installed together, and I did't find OO settings in the user home directory.
