Is there any reason there is no xorg.conf.d in /etc/X11 in a 2010 install?

scroll not working and am researching before I upgrade to xorg 1.10.x and looking into Texstar's fix for the 50-synaptics file but can't find it.

It did not exist in that 4 year old xorg server but was handled in the xorg.conf file itself.
