Knowing that most questions on this Forum are replied to very quickly, I assumed that because I had not gotten a response to either this thread or the original, several folks were stumped.  Well, it seems you were not alone, looking on other Forums for the answer showed that this problem is rarely answered.

One solution given was to log in as Root and delete the printer and reinstall.  That may have worked for him but not in my case.  So, taking a lesson from Alexander the Great, I, so to speak, decided to "Cut the Gorgon Knot."  I did a complete removal via Synaptic and then reinstalled CUPS, rebooted, went to PCC and had this nice little box with a green "+" and "-" signs in it.  Back to Synaptic and loaded  "task-printing," rebooted, opened PCC, Hardware, and the Print Icon was there, as was the icon for my Brother HL-2040, with the triangular icon with the "!".  I tried to delete the printer and succeeded.  I tried to do a reinstall and it went right through.

Evidently CUPS had a bit that got stuck crosswise.  The original problem is below.

I had "piggy-backed" on another thread about this problem, but thought I really should give it a thread of its own.

Any time I try to do anything with my printer, I get the following error message, "client-error-forbidden."  There is also a yellow triangular sign with an exclamation point on the printer icon in PCC when the other computer is running XP.

The printer is a Brother HL-2040, which is located on another machine (connected via a wireless router), which at this time is being used for games and therefore has XP up on it.  But I have the same problem if I have it up on PCLinuxOS  (KDE 2011.12 fully updated)   My primary box (PCLinuxOS only) sees the printer on both OS's and gives the icon for the printer.  However I get the I get the same error message on both OS's but only the XP connection has the sign on the printer icon.

How do I unlock this so I can get my printer to work?

Before I start poking around changing permission and config files, I would really like to know I am working with the right files.

I'm having a similar issue now with my MFC-7840W (also a Brother).

I get this error if trying to check properties: server-error-service-unavailable (referring to CUPS)

What worked for me was to log onto Synaptic, delete CUPS, make sure you select the "Remove Completely" option on the "Apply" screen.  Once that is finished, reboot, load Synaptic and reinstall CUPS.  Once that is completed, check in the Control Center, "System," "Manage system services" and make sure CUPS deamon is enabled.

I would reboot at this point, though you could probably get away with not rebooting.  The back to the Control Center, Hardware and install your printer.
