If you run Thunar then you can just configure its custom actions to launch a script that will do the resize, batch or otherwise.  Then it's available at the convenience of a right-click.  Thunar on Openbox is killer - everything right-click!

VSO Image Resizer.    I know it's a Windows program but if you really need it.
Says it does resolution correction and so forth.   Have it on my XP hard drive
but haven't had the time yet to test it out completely on my fishing collection
pictures.
