once you install the additional gadgets in E17 there are a few such as:
"cpu"
"mem"
"places"
However, unfortunately none of them are as well put together as the KDE widgets "System Monitor" for example.

Another area where performance might be an issue would be in your mouse or keyboard drivers. I started off thinking it would be video driver related. Depending on what constitutes "sluggish" it could also be slower inputs from your other peripherals.
This is rather less likely, but not something to ignore either.
