Fairly often when Im loading up PCLOS at the first graphics screen with the fading in bull my screen goes black and the computer stops starting up.
I have an RC410 (Radeon Mobility 200M) and im using the ATI X1950 and earlier driver.

Also fairly often when I go to shut down the computer crashes. The shutdown sound effect starts skipping but progresses forward (in the sound) then eventually just keeps skipping and stops.

any idea of what I should be doing?

Try hitting or using the "Esc" key so that you can see the logs of what is the last line before your problem and report it.     (I had a problem for a while with the pata_ali module.)
