What have you tried so far?

Have you tried:

Configure Your Desktop >> Workspace Appearance & Behaviour  >> Desktop Effects >>  and setting the options there?

Which video driver have you setup?

There are two ways to do this if you are using the fglrx driver.

1. Edit /etc/X11/xorg.conf file and remove

Section "Extensions"
    Option "Composite" "Disable"
EndSection

OR

2. Go into the Configure your Comptuer -> Hardware - Configure Video card, Select graphic card, click Ok, click Yes and check the box
Enable Translucency (Composite extension)

Once you do that you should be able to login again and set KDE desktop effects from the Configure your Desktop icon.

How does one edit the  /etc/X11/xorg.conf file? If a function is included in any distro it is suppose to work from the start if it does not work then why include it in the first place?
I have tried KDE in other distros and the KDE special effects work from the start after I download the ATI graphic drivers. Thanks to all for your help.

To edit the xorg.conf file go the folders /etc/X11/ go to the bottom end of the folder and you'll see the xorg.conf file - you can right click on it and choose Open With and select KWrite - now you can add/edit the file. (Note - before editing it I would first make a backup copy - it's useful to have the original)

But before you do that have you followed Tex's suggestion to Enable Translucency shown in the screenshot Tex posted for you?

It say desktop effects have been suspended by another application.

You could install Compiz and run that instead.

I have used option 2 above which works very well.
However, when I log out, desktop effects are lost again.

I have to go back in to configure desktop effects and
resume effects.

Is there a way to make the alteration permanent?
