"Renicing" bandwitdh?

Is it possible to somehow "renice" bandwidth usage for a given app?
I am using ktorrent and amule and want ktorrent to download faster than amule.
I know that both apps give you the option to set download limits, but that is a fixed setting.
What I want is, for instance, for ktorrent to download at 200 KB when something is being downloaded by amule, but to automatically go over that limit when amule is not downloading or is not running. Without doing anything, bully ktorrent seems to eat all of the bandwidth and push the little mule to the side.

I don't know whether you can allocate bandwidth that way but renicing the applications should give one a higher priority than the other for processor time. The application that gets the processor will also be the one accessing the network, so I would expect network use to reflect processor priority.

I thought of that for a moment but I believed that it would be mixing apples and cucumbers.
