I'll try a less complicated way of asking my question (no takers under my earlier one).
1> Can the taskbar/panel transparency be tweaked (made more opaque or at least opacify with mouse-over)? Currently the icons get "lost" against the background.
2> If we must put up with the additional shutdown/logout prompt (You know. The one with the 30sec countdown implying "Do you really, really, really want to do this?"), could it made visible - ie not transparent - so that it can be read!?

you can choose to not be asked to confirm logging out by going to "system settings -> system administration -> start up and shut down -> session management" and untick "confirm logout"
i am using kde4 from trunk so the system setting maybe at a different place but the confirmation dialog can be turned off if you want.

To change from transparent taskbar then use (Configure your Desktop). Air will change the taskbar to grey.
If you wish to disable to 10 second confirmation then use (Configure your Desktop) and uncheck the box.

1. compiz is a extra and it is not completely integrated with kde4, the transparency for taskbar is a option not handled by compiz fusion
it is a theme that can be set on kde control center, also you can find more in synaptic or in kde-look.org
i never heard about the specific changes you mention but i heard about a completely transparent plasma theme that had a glow around the apps running on the taskbar, i personally hate a completely transparent taskbar but my theme has a nice blue glow to differentiate apps from icons
i also removed smooth task form the taskbar, i don't like it and it creates the situation you describe
if you need help to set the changes and themes mentioned let us know
2. the current time of kde4 logout/shutdown is 10 seconds, the 30 was for the previous pclinux version so i understand that you are using the abandoned pclinux version(repos are now dead)
time to try the new version?

Thanks for your comprehensive replies everyone.
That solved it. Choosing "Air" gives semi-opaque (my new choice) and "Air for netbooks" fully opaque.
As a side-effect(?) it solves the logout dialogue too - and now that I can read it see that it is actually 10sec!
[PS I've also now spotted the logout icon on the taskbar which is preferable to going via the menu!]

The menu route wouldn't be so bad if the first click (after menu) brought up a similar box as the taskbar button without the extra need for confirmation. But it's personal preferences...!
