There's no actual power on the power button. It just signals the system that it's been pressed and the board does the rest, so you can also test by using a key or screwdriver to bridge the terminals momentarily. However, the PSU has to be compatible with the board's signal and it's possible it's not the right combination of board and PSU.

You need the technical data on both to check that.

As someone who has inherited a few old compaqs, my forehead has a special section of brick wall dedicated only for compaq quirky booting issues.
