Upgraded my desktop running 2007 with "big update" and all current updates, to KDE 4 from KDE 3.5.10 using task-kde 4-extra in Synaptic. To install KDE 4 I followed these instructions from Tex. http://www.pclinuxos.com/forum/index.php/topic,63698.0.htmlAfter logging in the splash window appears, then as soon as the hard drive icon appears on the splash screen the mouse cursor freezes and the hard drive lite is off.......... system locks up. I am currently posting this from the Gnome desktop on my desktop system. i never heard of a similar lockup but still could be a partial update, verify in synaptic that you have all the packages form task.kde4 and task-kde4 minimal and extras installed, if possible verify another repo, disable the one you have and enable another
how many users do you have, only user and root? does this happen as root?
if only happens as your user, you could rename the .kde4 folder inside your home folder, some config could fail and give you this result, after the rename of this folder kde4 will generate another empty config folder

Only 1 user account and root access and it locks up with both.
And I am still kind of new at this. How do I verify that all of the required packages have been installed? Is there a list of packages I can compare this to?

If there are required packages missing you should get a warning in Synaptic about "broken packages". Sometimes there are conflicts and errors when upgrading to KDE4 because it's such a massive change and it depends what you already have installed. It's always good to open Synaptic again and mark all upgrades again and make sure there's nothing left to do after such a big change.

what video card do you have, what version of what driver is driving your card? from the log in screen, select terminal log in, log in as root and type "video" and see if you can reconfigure your video driver

did you try to reconfigure your driver? while logged in from the terminal, type "startx" and report any errors you get if you get any. You can enter ctrl+alt+backspace if your GUI hangs when logging in to go back to the terminal

I have not tried to reconfigure the video card.
I rebooted the desktop system and chose "console login" Logged in as root. Typed "startx", and could not read anything because it immediately went to the splash screen. It loaded KDE4 and I am using Firefox in KDE4.

what happen when you log in as normal user from the terminal and then run "startx"? it works there too?
can your problem be your kde4 locks up when trying to log in from the log in screen but it works when starting kde4 from the terminal?

When I logged out it went back to the console login and I must have typed in the user name wrong, so I rebooted. It locked up when logging into the user account, so I rebooted again and this time I used the graphical log in for the root access and I am using KDE4.
Interesting thing when I log out I get a terminal window and not the graphical log in window.

f as root is working, something in your kde4 config folder is not working properly
